Our RIIO-GT3 Business Plan

National Gas is regulated by Ofgem, through its framework known as RIIO (Revenue = Incentives + Innovation + Outputs). The RIIO framework establishes the funding we receive during each five-year regulatory period, outlining expected outputs, commitments, and costs. It also provides incentives for innovation and investment to develop sustainable energy networks at the lowest cost for customers. Additionally, Ofgem reviews and assesses our business plan for each regulatory period, referred to as a 'price control' period. The current price control period, RIIO-T2, will run until March 2026. The next price control period, RIIO-GT3, will run from April 2026 until March 2031. We’ve now submitted our RIIO-GT3 Business Plan to Ofgem. Highlights of our 2026-31 business plan:

  • Our plan value is £3.94bn, with Uncertainty Mechanisms taking it to £5.3bn. The cost of our plan on the average annual domestic bill is £9.89, or 3 pence per day.
  • We’ll continue to provide safe, reliable and resilient services. We must ensure asset integrity and stabilise the level of risk across the network, to provide a system fit for purpose now and in the future.
  • Our plan sets out 12 bold commitments. These commitments support our ambition to deliver a resilient network, whilst keeping bill increases and impacts on consumers and our customers as low as possible.
  • We have built our stakeholder-led business plan by listening and incorporating feedback from our customers, consumers and stakeholders. Our plan aligns to four regulatory outcomes that Ofgem identified as the key priorities for customers and stakeholders.
